As defined and portions extracted from the Asset Management Guide adopted by AASHTO, Asset Management is:

“…a strategic approach to managing … infrastructure. It focuses on … business processes for resource allocation and utilization with the objective or better decision-making based upon quality information and well-defined objectives.”

It answers asset management questions and the primary question put by Mary Peters, FHWA Administrator:

“If I have one additional dollar to spend … what is the most effective way to spend it?”
